Subject: unable to upgrade from emacs 27 to emacs 28

Hi.  I tried to upgrade my emacs from 27 to 28, but I get lots of
errors in my .emacs file.

The errors seems to be around these lines:

The first error was the use-package line.

Is there some further upgrade tasks I need to do to get this working?
