The mailcap standard (RFC 1524) is clear: mailcap files shouldn't have
quotes -- which is why Gnus does the quoting, as you note.
I think you're right, though, that a few systems (Debian, AFAIK) for
unfathomable reasons flatly refuse to follow the standard and ship
broken mailcap files.
