I had used the debug build. In an optimized build with -lmps, I get
(benchmark-run 1 (igc--alloc-vectors '((400000 . 4))))
(0.016177999999999998 0 0.0)
When I project that to 32 bits, that would be
(* (/ 11.0 19) 0.016) = 0.009
