I almost agree completely with this, except that I agree with Richard in that I don't want everything that doesn't conflict moved out of cl-. This would lead to unnecessary clutter in the global namespace for functions that are rarely used. If we want to deprecate cl.el and drop cl- prefixes from a selection of cl-lib functions, I'm good with that plan.
