As a user currently (but hopefully not for long) dealing with
multiple backends, I would prefer:

    1. Respecting the order of `vc-handled-backends' by default.
    2. Whenever a backend creates a non-file buffer, using that
       backend's functions called from that buffer.

Does that cover things?
