I just got this:
$ bzr pull
Using saved parent location: bzr+ssh://sds@bzr.savannah.gnu.org/emacs/trunk/
Permission denied (publickey).
bzr: ERROR: Connection closed: Unexpected end of message. Please check connectivity and permissions, and report a bug if problems persist.
I can ping bzr.savannah.gnu.org.

FWIW, you can check out (but not commit) if you use bzr://, rather than bzr+ssh://.
