Hello Daiki,
This bug is not among our list of blocking bugs for Emacs 25.1, as found here:
https://debbugs.gnu.org/db/19/19759.html
Thus, I believe this fix should have been pushed to master, and not to
emacs-25. Did you have a reason for pushing it to emacs-25?

Thanks for informing, I wasn't aware of the recent release process and
pushed it to emacs-25 just because the bug has the "Version: 25.0.93"
line. I'm not sure if it deserves of a blocker as it should increase
the test coverage on Hydra, but if not, I will revert it soon.
