Then: I vote against it's inclusion.
Reasons:
- there is no clear indication that it provides useful features to
a significant group of Emacs users
- the group of people wanting to play around with cryptographic
algorithms is very special and probably small
- experimenting with cryptographic infrastructure (starting from
algorithms over pass phrase management to IPC and memory management in
cryptographic tool changes) by untrained people leads to less security
and productive use of the results of such experiments should by no
means be encouraged.
