font-lock not loaded

In GNU Emacs 21.3.50.174 (i686-pc-linux-gnu, X toolkit)
configured using `configure --with-type1 --prefix=/usr/local --with-sound=yes'

font-lock.el[c] appears not to be loaded

so I receive a message saying

    Symbol's function defintion is void: font-lock-unfontify-buffer

and can no longer change buffer or do anything else.  Emacs dies.

When I evaluate 

    emacs/lisp/font-lock.el

by hand (as I did for this instance of Emacs), all is well.
