I am of the opinion that Rmail/mbox does not need to support
converting to Babyl format.  Is anyone willing to try to make the case
that it should?

If I absolutely had to convert an Rmail/mbox RMAIL file to Babyl I
would be inclined to rename the RMAIL file and use that as a mailbox
source for a pre Rmail/mbox version of Emacs.

So I'm concluding that rmail-convert-to-babyl is no longer necessary
in Rmail/mbox.
