I'm about to start working on Rmail/mbox message decoding based on the
content type header or the content encoding header.  I seem to
recollect hearing one or two people mention that Gnus does this.
Could someone kindly give me a file and function where I should start
studying that code.

Rmail also does that, as part of rmail-convert-to-babyl-format.
