I've consistently used the first format ever since we had a bug tracker.
I don't care what the format is, but I like consistency, so if you
codify the desired format somewhere, I will use it.

The format in the bugtracker and bug-gnu-emacs Subject headers is
"bug#5752" (uncapitalized), so it would be even more consistent to use
this in the revision messages and ChangeLogs (whether before or after
the period).

I don't care about the difference nearly as much as I care about the
elimination of one space, which makes it display better in an
80-column window. I also personally prefer "(foo)." over "(foo.)" since
the latter counts an improperly nested in my book, but I understand that
this improper nesting is supposedly standard typography, so I'm not
going to oppose it (as long as people don't oppose my use).
