Would it be possible to make the metadata argument to
completion-all-completions optional --- at present, it's breaking
code that calls that function with 4 rather than 5 arguments.

See bug #8795 (it covers both `completion-all-completions' and
`completion-try-completion').

Could you add to bug#8795 the info about your use of it (it's not
indispensable, but since I didn't expect those functions to be used
from outside packages, I'm interested to know how/where they're used)?
