There are 2 bugs here:
- a packaging bug: the file should not be missing.
- a robustness bug: defadvice should fail gracefully in this case, since
  it does not really need to docstring to do its job.
I think the first is on Ubuntu's side, but please file a proper bug
report with M-x report-emacs-bug for the second.
