Indeed, that lead PCL-CVS developpers to treat diff specially.
See cvs-diff-ignore-marks (historical variable, then generalized to
cvs-invert-ignore-marks).
Thewre's also cvs-mode-toggle-marks which causes the next command to
ignore marks.
