The main reason I can see is that we can't fix them after-the fact because Git doesn't support that feature. We could try and be more strict on "write access", so as to try and check the commit message quality before the commit is pushed, which would help reduce the need to fix them after the fact, but there will always be cases where we'd want to improve them after the fact.
