Right, just like they are in linum-mode and nlinum-mode, and noone has
been bothered by it so far: I think it's much better than the current
behavior of "blowing up" the line to full-height.  And I can't think of
a behavior that's clearly better for those use cases (some users may
prefer making the number smaller or removing it altogether, but it's not
clearly better in general). 
IOW, I think it would be a better default behavior.
