In my case all my frames are created with 'emacsclient -nc', however, so this command is not much use on its own. Well, in this case I just want a single frame to be opened, rather than saving and restoring all that state. I mean, it would be possible to have a `restart-emacs-but-with-extra-command-line-arguments', but then you're not restarting Emacs the way you started it. A related out-of-scope request would be to `start/call-process` a new instance of the running Emacs, as needed for `async.el` or `elisp-flymake-byte-compile`, which currently relies on (expand-file-name invocation-name invocation-directory).
