More to the point: why would the user need to touch
display-buffer-overriding-action to do that, instead of modifying
display-buffer-alist which already override the optional `action`
provided by Elisp code to `display-buffer`?

Right: I was not aware of display-buffer-alist.
So far setting that is doing what I want.
