Hi!
I would like to contribute to GNU Emacs, I'm interested on helping with JavaScript support and also looking to add Flow support as well, I'm not THAT experienced in Emacs Lisp but I would like to try to do the best.
I don't reside in USA or Europe.

On the legal, you can fill the form below and send it as instructed to
the FSF so they can send you the relevant paperwork to sign.
It probably won't be needed at the beginning of your contributions, but
it's always good to have it out of the way anyway.

As for Javascript and Flow support, I suggest you start by finding
examples of concrete problems you bump into and then ask here
about how to attack those problems.

In regard to Javascript code, it would be useful to add a feature to
help and remind people to put on licenses that LibreJS can recognize.

Is that a feasible thing to do?
