Side note: this working group is focused on evaluating hosting services, rather than evaluating software to use for such hosting (which you could use to self-host). E.g. it evaluates the gitlab.com service rather than the Gitlab software. AFAIK the intention for Emacs is to host it on GNU-managed servers, so it would be self-hosting in this sense and not using any particular existing service provider.
