We could start by adding them to GNU ELPA. Adding things in core can make things more complicated (e.g. if development keeps happening outside of core, synchronization between the two can't be fully automatic, and if we want to release ELPA packages from core, it requires extra care when working in core to try and avoid adding dependencies by accident, like I did recently with `map.el`).
