I think it gives the wrong intuition. `package-install` also fetches the source code. The difference is whether we get the VCS info with it. When I describe the way I install packages with `elpa-admin.el` I usually say that I "install from Git", so maybe for discoverability purposes we could use something like `package-install-from-vcs` or `package-install-from-git` (not sure it's worth the trouble, personally).
