If you go read the Bazaar ticket about this issue, you'll see that the unchanging nature of the past is not incompatible with "editing past commit messages". You only need to commit a new additional change that contains a note "in the future, whenever the user asks for the commit message of commit nb XXX, please return this new text instead of the one stored in the immutable history".
