Then we should start removing the `dvi`, `pdf`, `html`, `info`, and
`ps` targets in doc/emacs/Makefile.

Why would you run it if you don't have the tool installed?

As conveniently as "make relint"?  I think it cannot be solved by an
Emacs command provided by relint, no.
