I think package activation should not pay attention to `lisp-dir` or more generally it should not pay attention to *how* the package was installed (whether from `package-install`, `package-vc-install`, or manually, or via some other system). Which is why the simplest accommodation is to use 2 autoload files: the main one in :lisp-dir and a proxy in the root. Stefan
