I think it would be convenient and natural if
window-configuration-change-hook were run after displaying the first
buffer when creating a new frame. WDYT?

I'm not sure what you mean. Could you explain why you'd want that and
why the current behavior isn't good?

Displaying a new frame is kind of window conf change since a new
window will be displayed.
The example I had in mind was displaying a buffer where you want to
set something in the display, for example margins.
