No, I'd rather we only modify files under $elpa.
Then the user is in charge of adding a (load "$elpa/foo-bar.el") to his
.emacs (or site-start, ...).

Remember, this is a setup intended for maintainers, that you do once and
then you forget about it (because you just "bzr update; make").
