and the precise symptoms of the bug:

Start emacs -Q, go to *scratch* and eval

  (make-directory "/tmp")

or use any other existing directory.  You should get this error:

Thanks.  The bug is in the docstring.  The "do nothing" is only true if
PARENT is non-nil.
