the docstring for `make-local-variable' reads, in part:

  This function returns VARIABLE, and therefore
    (set (make-local-variable 'VARIABLE) VALUE-EXP)
  works.

it seems the single quote should be removed, for
consistency within this sentence and also with the
calling template:

  (make-local-variable VARIABLE)

another idea is to keep the single quote, but use some
other word instead of VARIABLE.
