When I write something in a buffer (e.g., *scratch*) that needs
filling and there isn't a newline after the text, M-q doesn't fill the
text. Is this intentional? I see some fill related changes in NEWS,
but not that any defaults changed. I think the current behaviour is
worse than 21.2 behaviour.
