emacs startup is pretty broken this morning

I just updated (from git), and rebuilt (both incrementally, and with
make bootstrap; it doesn't seem to make any difference).

If LANG=ja_JP.utf8, then emacs doesn't seem to start at all; here's
the shell session:

   $ LANG=ja_JP.utf8 \emacs &
   [4] 24992
   $ Warning: arch-dependent data dir
(/usr/local/libexec/emacs/23.1.90/x86_64-unknown-linux-gnu/) does not
exist.
   Warning: Lisp directory `/usr/local/share/emacs/23.1.90/site-lisp'
does not exist.
   Warning: Lisp directory `/usr/local/share/emacs/23.1.90/lisp' does not exist.
   Warning: Lisp directory `/usr/local/share/emacs/23.1.90/leim' does not exist.
   Cannot open load file: japan-util

   [4]+  終了 255              LANG=ja_JP.utf8 \emacs
   $

If I use LANG=C, then emacs -Q seems to work, but _without_ -Q, it
doesn't read my .emacs or use my xrdb customizations...

When starting up with LANG=C, I see the following warnings in the shell:

   $ LANG=C \emacs &
   [4] 24988
   $ Warning: arch-dependent data dir
(/usr/local/libexec/emacs/23.1.90/x86_64-unknown-linux-gnu/) does not
exist.
   Warning: Lisp directory `/usr/local/share/emacs/23.1.90/site-lisp'
does not exist.
   Warning: Lisp directory `/usr/local/share/emacs/23.1.90/lisp' does not exist.
   Warning: Lisp directory `/usr/local/share/emacs/23.1.90/leim' does not exist.
   Warning: Could not find simple.el nor simple.elc

   (emacs:24988): GLib-WARNING **: g_set_prgname() called multiple times

Inside Emacs itself, it clearly hasn't read my .emacs file, and I see
the following messages in *Messages*:

   Warning: arch-dependent data dir

   Warning: Lisp directory `/usr/local/share/emacs/23.1.90/site-lisp'
does not exist.

   Loading /usr/local/src/emacs/miles/lisp/subdirs.el (source)...done
   byte-code: Cannot open load file: warnings

Ugh.
