Bootstrapping on Windows:

It does not happen if ldefs-boot.el and loaddefs.el are converted from
CRLF to LF.

Apparently the new uni-*.el files in lisp/international need to be 
checked out as binary. Their contents appear to be binary (or perhaps 
the utf-8 decoding is failing as well as line-end detection), so maybe 
there is a problem with the files.

I think the problem was not related to the uni-* files (it happened
before they were committed), but it has stopped happening now (perhaps
because of the regeneration of ldefs-boot.el).
