I didn't read it, but, why USERPROFILE and not, for example, APPDATA?
Emacs uses HOME to read .emacs.el, but also to write quite a lot of
stuff, and that seems more appropriate for %APPDATA%\.emacs\, for
example, that %USERPROFILE%\
