Thanks for reporting that. Fixed in Emacs master via the attached.

For the more general issue I'm planning to add a builtin boolean 
variable current-time-list soon, that is t for (HIGH LOW MICROSEC 
PICOSEC) format, nil for (TICKS . HZ) format.
