Hi Stefan, et al,

I'd like to submit plz.el [0] to GNU ELPA.  It's an HTTP library that 
uses Curl as a backend.  I started work on it a few years ago, and I've 
been using it in my Matrix client, Ement.el [1], since then.  It seems 
to work reliably for myself and other users, and it seems like the time 
has come to make an official release and submit to ELPA.

Please see the attached patch to elpa-packages.
