Emacs is very much a toolkit, and much more. Emacs Lisp is its core (and some say its raison d'etre). Emacs is NOT just an out-of-the-box experience. It does provide an out-of-the-box experience. No one _need_ customize it. But many (most?) people do. Openness to customization is a core feature of Emacs.
