I can only point to etc/refcards/README:

  Some of the *.tex files need special versions of TeX to typeset
  them. The files cs-*.tex and sk-*.tex need csTeX, a special version
  of TeX tailored to typesetting Czech and Slovak documents. We
  provide generated files for these documents, so that you could print
  them without installing the modified TeX versions.

I did have to install extra stuff for German, Russian, Polish and
Czech.

But I suspect that most distributions that provide TeX also provide
easily installable add-on language support.

More generally, I guess it's because TeX itself is not on all systems
and the size of the PDFs is not great.

Or maybe you meant: "why are these files, which are automatically
generated using specialized tools, in the VCS, when the info files,
which are automatically generated using specialized tools, are not in
the VCS, but rather generated when needed and included in the release
tar-balls?"

It's an idea.

Some differences between the two cases:

makeinfo is smaller and easier to install than TeX

TeX installations are more variable than texinfo ones. Doing `pdftex
foo.tex', it's never exactly clear what you're going to get, in terms
of paper-size, fonts, etc.
