The number of hours is not that relevant. If nobody does a full refresh, 
and nobody edits Bug#19759 more directly, that web page can stay wrong 
for weeks. That's how debbugs works.

In contrast, full-refresh fixes the problem right away, without having 
to make otherwise-superfluous-and-arguably-misleading edits to Bug#19759.
