Which is why we call out new packages in NEWS. Okay. That's better than nothing, but not even close to being in the packages list. An arbitrary NEWS file doesn't mention all packages we offer. It obviously doesn't cover past releases. People who just installed Emacs don't read NEWS. Even experienced users can miss announcements in there. Yoni not being aware of package.el (even though we surely announced it in NEWS) is a recent example.
