I've been having to wait for contributors to do the copyright assignment for some of the packages I maintain on GNU ELPA, and I have to rely on the contributor to tell me when their assignment is completed. Also, am I supposed to be asking the Emacs maintainers to confirm when this happens? Or to confirm when anyone offers a contribution that would require CA? I understand that "the list" is confidential for privacy reasons, and for some contributors I can look at emacs.git to determine whether they've already done it, but otherwise a package maintainer like myself doesn't always know, beyond what the contributor says.
