It would appear to make minced meat from
"\\" "\\"
as far as I can see.  Would probably need something like

(sh-arg-re "\\(\\(?:\"\\(?:[^\\\"]\\|\\\\[^\"]\\)+\"\\|'[^']+'\\|[^\"' \t\n]\\)+\\)")
