I can only point to etc/refcards/README: Some of the *.tex files need special versions of TeX to typeset them. The files cs-*.tex and sk-*.tex need csTeX, a special version of TeX tailored to typesetting Czech and Slovak documents. We provide generated files for these documents, so that you could print them without installing the modified TeX versions. I did have to install extra stuff for German, Russian, Polish and Czech. But I suspect that most distributions that provide TeX also provide easily installable add-on language support. It's an idea. Some differences between the two cases: makeinfo is smaller and easier to install than TeX TeX installations are more variable than texinfo ones.
