I think it can, though that involves enhancing the keyboard layout.
loadkeys is my friend, here. There is no key combination I've wanted
that I've been unable to create with loadkeys.
X-Windows is a different matter, just as a matter of interest. To get
C-M-S-<F1> etc. working, I had to amend the source of some keyboard
thing (I can't remember exactly what, any more).

My keyboard certainly supports C-<left>, etc.

fbterm appears to respect the loadkeys setting mostly, anyway.

I probably use a more boring selection of languages to write in than you
do, just a couple of West European ones, so the Linux console's
limitations will affect me a lot less.
Partly, it is a good thing for there to be a Linux console user on the
development team, since this helps maintain Emacs's usability on it.
People do use Emacs in this environment.
Also, I haven't found out how to modify the fonts in use on fbterm, and
I don't like the default one supplied. Maybe I'll find that out.
