Have you heard about company called Purism and librem project? https://puri.sm/why-purism/ I am not sure if it is suitable enough, but they do run only free software, from boot (coreboot) to highest level; at least as I understand them. Also I believe they went to the length of ordering Intel cpus with intel's "management" backdoor disabled. Just as a tip.
