Hello,
Because pdf-tools cannot scroll continuously between two pages. The remaining of a page will be partial.
pdf-view-pagemark is used together with pdf-tools to indicate the remaining of a partial page.

Are you proposing this for GNU ELPA or NonGNU ELPA? Also, have
attempted to merge this into the actual package, before creating a
separate package?

i got that, I am just asking if it wouldn't be better to contribute your
code upstream? I don't use pdf-tools, so I don't know if there is a
reason that all users wouldn't be interested in this code.

While this is being proceed, I'd like question why you think that this
your package is better distributed separately? Taking a look at the
code, modulo user options, helper functions and other decoration the
main functionality boils down to a single function. Is it really worth
the maintainer-overhead to distribute this separately? Have you
communicated with the upstream developers on the matter?
