Bookmarks are already "generalized". You can
store and restore such configs. E.g. desktop
bookmarks. A bookmark is just a function. It
can store arbitrary things - whatever you can
write and read as Lisp (indirectly even things
that have no Lisp representation).

Frankly, I hope not.
<opinion>
[ I don't encourage messing more with bookmark.el,
as Bookmark+ extends/enhances it, and experience
shows that vanilla changes to improve something
like this just wreaks havoc with libraries that
build upon it.
The less people mess with bookmark.el, the
better for Bookmark+ maintenance.
If something in Bookmark+ can help, it could be
used by bookmark.el. But again, experience
shows that the adoption of ideas from 3rd-party
code also ends up making things worse for that
3rd-party code. Unless the code itself is taken
more or less as is, instead of changed to fit
someone's idea of even "better", things are made
worse. ]
