It means teach Emacs to display messages in the locale-specific language,
not just in US English. It's the equivalent of gettext-izing Emacs
(except that in Emacs, this is more complicated since parts of the source
are in Lisp).
There was a long discussion on emacs-devel about the various aspects of
this several months ago.
