The reason is that all Emacs versions since 21.1 are bug-fix releases, so they are all delivered from the 21.1 release branch and don't add any packages that were not in 21.1. The next major release, which will be made from the CVS head, will include Calc (and also Leim and the 2 ELisp manuals).
