All else being equal, I agree. People have tried making interfaces for grep that separate the arguments. I think one such is actually installed as an alternative. But they are simply less convenient than M-x grep. I've always found it baffling that if you are in a *grep* buffer you get a Compile menu with entries like "Next Error" to go to the next match. I've always found it annoying that C-x ` works for *grep* but not for *Occur*. It might make sense for C-x ` to work with Occur.
